Britain: One million climate jobs now!

November 15, 2009 -- Earlier this year, Britain's Campaign against Climate Change (CaCC) trade union group set up a commission to produce a detailed plan for a million ``climate'' jobs.
The commission includes academics and environmental groups as well as several unions including the Public and Commercial Services Union (PCS).
In November 2009 the CaCC trade union group published a pamphlet, One million climate jobs NOW!, which sets out how this can be achieved. The pamphlet is the first stage in a national campaign to get the government to employ a million unemployed workers to save the climate. It contains the arguments workers need for building the campaign.

Introduction

It was October 12, 1999. As usual, I was at the Labour Party Pakistan (LPP) secretariat in Lahore. Around 6pm, Farooq Sulehria called me to break the news that Prime Minister Mian Nawaz Sharif had removed the army chief General Pervez Musharraf who was flying back to Pakistan from a visit to Sri Lanka. Sulehria asked me to issue a press statement to explain the LPP's point of view. "Wait and see the response of the army", I told him.

The popular image of the Russian Revolution is of a revolution made by men. Ask the person in the street to name a figure from the Russian Revolution and most could come up with Lenin, Stalin, maybe Trotsky. A few might have heard of Zinoviev, Kamenev or Bukharin. But how many would name Kollontai, Armand or Krupskaya? How many know of the women who helped make revolution in Russia? How many know about the thousands of female Bolsheviks who marched through the streets of Petrograd in 1917 or shouted revolutionary speeches to cheering crowds or wrote and distributed pamphlets calling for revolution? In fact, women revolutionaries inspired the working class the world over and inaugurated a new era in world history.

One of the greatest obstacles to winning working people to the perspective of a socialist revolution is the widespread and deeply ingrained illusion — inculcated in their minds day-in and day-out by the capitalist rulers — that through the institutions of bourgeois democracy, particularly parliament, working people can defend and advance their interests.
Historical experience has shown that socialists cannot destroy this widely held illusion simply by presenting arguments against it. On the contrary, the working masses can only be convinced that parliament is an instrument of capitalist rule when this argument is backed up by their own experience. That is, the masses of working people will have to go through the practical experience of struggles in which they can test the limits that the parliamentary system places on their activity before they can be convinced of the necessity of overthrowing this system and replacing it with genuinely democratic political institutions — a centralised system of elected committees or councils of working people’s delegates like the Russian soviets of workers’ deputies that emerged in the 1905 revolution and again in 1917.

Introduction
This handbook is not, of course, a substitute for the study of Marxist political economy, but an aid to that study. It will perhaps prove most useful as an aid to review. It was first developed for the Fourth International’s cadre school in Europe. It was subsequently also used by the Democratic Socialist Party in its cadre school. Along the way, many of the definitions and explanations were modified to take account of students’ difficulties or further questions.
It may be asked, however, whether there is any longer any purpose in the study of Marxist economics. Is not Marx’s analysis discredited by the collapse of the “communist” states of Europe and China’s somewhat slower but no less determined path in the direction of capitalism? Have not Marxist economics been superseded by Keynesianism, or monetarism, or neo-liberalism?
